Responding to calls that involve firearms are inherently dangerous and require ______, _______, and __________.

Responding officers will treat ShotSpotter incidents as “crimes in progress” and respond in a safe and strategic manner with the following considerations:
- Whether a Code 3 response will alert the suspect(s) in the area.
- The use of multiple officers to address the potential threat. Officers should not assume the suspect has departed the area based on the ShotSpotter alert.
- The safest approach to the target location.
- The use of the Air Unit to assist in searching for the suspect(s) and establishing a perimeter.
- The potential for multiple shooters or the use of high-capacity weapons, which may be indicated in the ShotSpotter alert.
- The use of a perimeter for subsequent responding officers.
- The use of a perimeter and containment to de-escalate the situation.
- Additional resources that may be needed for the incident.
- Rifle deployment will be determined by department policy.
Response Procedure, Fusion watch will
- Monitor the ShotSpotter software application and identify potential ShotSpotter events.
- Broadcast ShotSpotter events within the affected area command(s) via the department radio. The broadcast will include the location of the possible shooting and any pertinent details from the
ShotSpotter alert (e.g., the number of gunshots, the possible direction of travel, the caliber of the weapon if known, etc.). - Ensure Dispatch or Patrol have acknowledged the ShotSpotter event via radio. Once acknowledged, the Fusion Watch will defer to Dispatch or Patrol to coordinate the response. Fusion Watch will notify an on-duty dispatch supervisor if acknowledgement is not received within five minutes of the time of the alert.
- Monitor available surveillance cameras for the area and broadcast additional intelligence via the radio.
- Promptly update the Fusion Watch ShotSpotter log and add comments to the application upon receiving an email from Patrol officers regarding mis-locations, mis-classifications, and mis-
notifications.
On a ShotSpotter response Dispatch will;
Dispatch a minimum of three officers to the call.
Assign the supervisor to the call.
On a ShotSpotter response, Patrol supervisor will:
- Acknowledge and self-dispatch to the call as a STAR de-escalation protocol. If unavailable to respond, will ensure Communications requests a sergeant or lieutenant from another area command to respond.
- Ensure proper tactics for response and proper supervision of the ShotSpotter event. Rifle deployment will be determined by LVMPD 8.188, Authorized Firearms, Associated Equipment, and Required Training.
- Ensure the deployment of personnel and resources matches the type of event initiated by ShotSpotter.
- Notify the on-duty watch commander, when warranted.
- Notify appropriate area command detectives and supervisors, when warranted.
- Ensure a Central Intelligence Notification and an Incident Crime Report is completed for all ShotSpotter events in which a crime is confirmed to have been committed, including all pertinent information and any recommendations for follow-up.
On a ShotSpotter response, Patrol officer will:
- Respond to a ShotSpotter event when alerted via the ShotSpotter application or the Fusion Watch broadcast
- Consider the circumstances of the ShotSpotter event and, if appropriate, establish a meeting location with other arriving officers and supervisors.
- Upon arrival, create a plan for approaching the potential shooting location(s).
- Attempt to locate cover or concealment, as well as containment positions.
- Utilize the contact cover method, if appropriate, to make contact with the subject.
- Notify Communications of any vital information related to the shooting and clear the Code Red when the scene is safe.
- Request medical assistance, when necessary.
- Secure the scene and preserve any evidence:
a. Photograph the scene and the location of the cartridge casings prior to recovery
b. Impound recovered cartridge cases separately from any other evidence.
c. Ensure “ShotSpotter” is included in the remarks of the P1 Report.
d. Write a red “S” on the top of the evidence envelope to indicate “ShotSpotter.” - Complete an Incident Crime Report for all events in which a crime is confirmed to have been committed.
- Update CAD with the outcome of the ShotSpotter event (e.g., “Six casings located 20 feet from the address provided, no evidence found, subject with GSW located,” etc.). If a GSW victim is located,
the event will be updated to a 415A. - Prior to clearing the event, officers will email FusionWatch@lvmpd.com or notify Fusion Watch
personnel over the air (ensuring the update is acknowledged by Fusion Watch) for the following:
a. Any misclassified ShotSpotter event where the officer finds evidence that proves the ShotSpotter event was not related to an illegal shooting (i.e., evidence of fireworks or a vehicle
backfire). NOTE: If no evidence is found, then the event should remain as originally classified regardless if casings were located.
b. Any mislocated ShotSpotter event where the officer finds evidence that proves the incident occurred at a different location than what ShotSpotter provided.
c. Any missed ShotSpotter notification where the officer finds evidence that proves a shooting occurred in a ShotSpotter area, but there was no ShotSpotter notification.
Post ShotSpotter incident, Detectives or Area Command Community Oriented Policing (COP) Officers will:
- Conduct a follow-up investigation into the ShotSpotter event based on the circumstances.
- When appropriate, and with K9 support from the Firearms Detection Dog, search the immediate ShotSpotter event location for evidence.
- When appropriate, canvass the area and use door hangers to alert community members of the potential shooting and provide them with a mechanism for submitting witness information. The use
of ShotSpotter technology will not be disclosed.
The Analytical Section (ANSEC) will provide a monthly ShotSpotter analysis to who and how often?
