Recidivicsm rates show social control isnt working.
In 2017 - 30%
55.5% of those who served under 12 months
40% of young offenders recommit and 60% of these are convicted

Dark figure - stats only reflect those offences proven - Prisons
How does civil liberties limit agencies??
Limits what they can do to serious threats to social control - could argue that it is fair as it doesnt violate human rights.
Strasbourg in 2011 - Convicted Iraqi man killed young girl whilst driving yet couldnt be deported

Laws limit surveilance
The Regulation of Investigatory Powers Act 2000 (RIPA) - must obtain a warrent from Home Secratary ot another offical before covert surveilance.

Explain access to support for the staff??
Lack of staff who have lack of expirience
Staff who work are overloaded due to staffing issues - panic attacks - stress - how does that relfect to offender

Explain access to support for prisoners??
GOV planned prisoner apprentice programme with a guarunteed job at the end of it but hasnt been consistent. £76 availible for some prisoners on release - not that much.
Housing Benefit stops for prisoners after 13 week so some lose housing and some are released with no accomodation planned.
Explain finance??
Lack of funding for all agencies.
Police cant take all cases.
Prisons understaffed - 15% of prisons lack 80% of staff. Biringham riots

CPS - cant pursue all cases but a lot due to evidence issues not £££
Explain National Policies??
From 2010 - 2015 police were focused on tackling knife, gun and gang crime
Introduced new offences like Gang injunctions to improve prosecution rate
Explain Local Policies
Police prioritise their targets set by government -wont investigate crimes that are outside of the scope - less social control.

Explain moral imperatives??
Alan Blythe - cannabis for dying wife and was aquitted- not punished for breaking the law - it is fair and moral though but shows no social control.
Assisted dying banned but it shows low social control as it is not society running smoothly and people commit crimes to aid those who want to die - Frances Inglis - injected her brain damaged son with lethal heroin dose and was convicted.
Explain the functionilist theory
Durkheim and others argue that without deviance, new social values couldnt emerge. Invovation is always seen as deivance.
