A commanding officer may permit the EXECUTIVE OFFICER of the command/unit (in the rank of captain or above) to assist him/her in conducting conferral forums. A commanding officer SHALL NOT ENTIRELY DELEGATE ALL CONFERRALS TO THE EXECUTIVE OFFICER.
