What did the Kerner report say?
Riots were a result of poor condition in ghettos , white officials had failed to fix problems . Police were needed to provide more protection in ghettos , the media sensationalised the riots. Needs funding . Remember black problems . Stop police brutality
Why MLK campaigned in the north?
- wanted to show non violent direct action still worked
- wanted fairer housing, stop segregated housing and high rents
- demanded jobs pay a living wage

- chicago mayor did nothing to help
- planned marches in white neighbourhoods
- riot broke out , mlk proposed peace was rejected
- publicity less supportive
- housing practices made fairer

Thought blacks had equality after civil and voting rights act , so stopped funding

- vietnam war became more of an issue, many blacks such as Muhammad ali refused to fight
