What was Japan interested in?
Expanding their empire into east Asia.
How did ww1 effect Japan?
Due to joining the allied side in World War One, it supplied them with war supplies which grew their economy. Captured German territory in Asia. Japan was free to act on China and gave a list of 21 demands.
1 shandong
China agrees to give Japan shandong, never allow another lease to foreign power. Open cities for trade.
2 south Manchuria and eastern Mongolia
Expand Japan’s lease on south manchuria and east Mongolia for 9 years. Japanese citizens freely to live and build.
3 Yangtze valley.
Gave control of coal and iron mines. Mining concessions to other countries must be approved by Japan.

China was barred from making leases of its costal harbours, only to Japan.

China rely on Japan for all military, financial and political advisers. Under full Japanese control. Japanese are allowed to set up schools, temples and homes throughout China.
Japan’s ultimatum
China resented 21 demands. With no allies or military power to defend itself. Yuan shikai attempted to modify demands of the fifth group. Decided to delete the main point and later signed treaties with each other.
