Poor law commission replaced with Poor law board - Commission was questioned after Andover, board was under more government control, administration more tied to poor relief
Factory act passed - Ten hour acts, women and 13-18 yr olds could work no longer than 10 hours a day in textile factories, Oastler and Bull

Public Health act - Cholera outbreaks (52,000) forced governments hand, with chadwicks report’s economic argument and campaigning from health of towns association, a central board of health was set up, loans could be borrowed
