What does the number of electrons in the outermost shell depend on
Group number (except group 0)
What does the way an element reacts depend on
The number of electrons in its outermost shell (which is why elements in the same group react in similar ways)
Why are noble gases stable and not reactive?
Because they all have 8 electrons in the outer shell (except for helium which has 2)
