What are local planning authorities involved in?

A

-Long term development planning- ensure there is sufficient houses, roads, schools, shops, to cater for people
-Development control: whether to approve planning applications for individual developments

What did the 2011 National Planning Policy Framework do?

A

Set out guidelines in effort to make system simpler. Said there should be a presumption in favour of sustainable development. local authorities have to set out a local plan marking particular areas for development.

What are the two types of planning consent?

A

-Outline planning permisson or consent: gives permission for development in principle under broad outlines. Lasts five years. Land sold with ‘outline planning permission’
-detailed planning permission-gives consent to detailed plans that will show the exact number of houses/shops/factoris and location. Lasts five years.

What is the planning process?

A

Developers apply to local planning authority.
-application formally entered on register, neigbours and parish council alerted
-sometimes advertised in local press and lamposts
-sometimes has exhibitions of models and plans for public in big developments
-planning officers can make suggestions but it is councillors who decide
-routine applications are handled by sub committees
-key decisions are discussed by cabinter and the full council
-must be determined within 2 months

How can someone appeal a planning application if refused?

A

Has six months to appeal to Secretary of Sate
Planning Inspectorate will consider:
-written representations and site visit
-formal hearing with both parties
-full planning enquiry taking evidence from both parties.
-may call in controversial applications for final decision.
