Candidates will be evaluated based on merit, ability, competence and experience, in accordance with the high standards of integrity and ethics valued by the Department and the community.

A candidate’s qualifications will be assessed on a case-by-case basis, using a totality-of-the-circumstances framework.

Entry-level firefighter training should meet the minimum standards outlined in National Fire Protection Association (NFPA) 1001 Standard for Firefighter Professional Qualifications.

Within one year of appointment to a supervisory position, all supervisors should attend the Sergeants and/or Captains Academy that includes training on the completion of performance evaluations.

At the beginning of the rating period, each supervisor should discuss the tasks of the position, standards of performance expected and the evaluation rating criteria with each employee.

When a non-probationary employee’s job performance falls below the established standards of the job, the supervisor should, as soon as practicable but at least 90 days prior to the end of the annual evaluation period, advise the employee in writing in order to provide an opportunity for the employee to improve performance.

Probationary firefighters shall be evaluated daily, weekly, and monthly by the Training Division during the orientation period and by their assigned company officer during the remainder of the probationary period.

Performance evaluation reports shall be completed as defined by the Human Resources by specific job classification for all other full-time personnel during the probationary period.

If an employee is transferred from one assignment to another in the middle of an evaluation period and less than six months have transpired since the transfer, an evaluation shall be completed by the current supervisor with input from the previous supervisor.
Transfer
A special evaluation may be completed any time the rater and the rater’s supervisor believe one is necessary due to employee performance deficiencies.

After the supervisor finishes the discussion with the employee, the signed performance evaluation report should be forwarded to the rater’s supervisor for review.

The second-level supervisor should review the evaluation for fairness, impartiality, uniformity, and consistency, and evaluate the first-level supervisor on the quality of the ratings provided to the employee.

The following conditions will be used in evaluating members for transfer:
A. Vacancies
B. Mutually agreed upon transfer requests
If a member requests a transfer, then the member shall complete a transfer request form and submit it through the chain of command.

All transfers are subject to approval by the Fire Chief.

The policy and procedures for all positions may be waived for temporary assignments, for emergency situations or for training in accordance with any applicable collective bargaining agreement.

It is the policy of the Midwest City Fire Department to develop unique position descriptions for each assignment within an established rank or classification.

Position descriptions should be reviewed prior to hiring to ensure the candidate’s knowledge, skills, and abilities are consistent with the current performance expectations of the position.

To increase member job satisfaction and retain quality members, the Department shall ensure each member understands his/her career track and the opportunity for career advancement.

If a new hire does not have any firefighting certifications, a Firefighter 1 academy will be completed in their orientation period.

The priority of professional development and training approval is to support the Labor/Management agreement and vision for positional preparation and promotional eligibility outlined in Article 14.

Professional development and training beyond Fire Officer 3 may include approved Midwest City Fire Department Incident Command trainer training.

All members should be punctual and be ready to immediately perform their duties at the assigned time.

Members may stand by for other members at their station subject to the approval of their immediate superior and Shift Commander.

Company Officers shall remain on-duty until change-of-crew unless they are relieved or otherwise directed by a Shift Commander. Company Officers may not be absent from their place of assignment without the specific permission of a Shift Commander.

Any member who is going to be absent or tardy from his/her duties shall notify their Commanding Officer as soon as possible. This notification shall, as a minimum, inform their Commanding Officer 30 minutes prior to their scheduled reporting time.

Upon receipt of an emergency recall, without delay, members should secure and/or stabilize their home and family, and report for duty at the appropriate work location.

Members shall recognize the potential for emergency recall and take measures in advance to properly prepare their families.

Any Company Officer may relieve a member under his/her command from duty, when, in the Company Officer’s judgment, an alleged offense committed is sufficiently serious to warrant immediate action.

Automatic aid - Apparatus and firefighters who are dispatched automatically by contractual agreement between two fire departments, communities, or fire districts.

Mutual aid - Apparatus and firefighters who are dispatched, upon request, by the responding fire department. Mutual aid is defined by a signed contractual agreement between the Midwest City Fire Department and neighboring jurisdictions.

The Fire Chief or any other chief officer, Shift Commander or Incident Commander (IC) may initiate an emergency recall by providing Emergency Communications Center or other designated resource with brief information regarding the emergency, where members are to report for duty and the name or names of personnel required.

Firefighters should reply to an emergency recall immediately or provide notification within 10 minutes with their status and estimated time of arrival.

The Executime time tracking system will enable non-exempt employees to more accurately keep track of working hours

The Fair Labor Standards Act (FLSA) requires employers to keep certain records for employees.

Adjustments to hours and leave must be posted by the Payroll Administrator to avoid errors and omissions that may occur.

24 hour employees shall clock in and out from 6:31am to 7:00 am – any variance before and after this rounding rule requires notification to the supervisor or payroll administrator.

8 to 10 hour employees shall clock in and out within 7 minutes

Payperiods end Wednesday at midnight for 8 to 10 hour employees and 7:00 am Thursday for 24 hour employees.

It is of utmost importance all leave requests, overtime requests, exchange time, injury leave, “OF” requests and any other time issues are entered correctly by the supervisor before 10:00 am on payroll submission weeks (every other week).

New hires to the Midwest City Fire Department are not eligible for exchange time while they are still working to complete their probationary new hire material and been released from probation.

Employees who have not completed their new hire probationary year of employment with the Midwest City Fire Department shall not be eligible for overtime.

The Fire Chief or the authorized designee should develop a plan for the fair distribution of both the workload and the income opportunity if a plan is not stipulated in the collective bargaining agreement. The plan should consider the City’s interest in managing overtime costs.

Employees classified as non-exempt by the Fair Labor Standards Act (FLSA) are not authorized to volunteer work time to the Department.

Employees should submit all overtime compensation requests to their immediate supervisor as soon as practicable for verification and forwarding to the Administration Division.

Where two or more employees are assigned to the same incident or activity, and the amount of time for which compensation is requested varies between the employees, the Shift Commander or other approving supervisor may require each employee to include the reason for the variation on the overtime compensation request.

Members who are approached with monetary donations following major disasters shall direct the person or entity to the Administration Division for instruction on proper ways to donate.

At no time shall a member consider a gift of the heart as a personal present.

Supervisors shall ensure that all formal and informal complaints are documented on a complaint form.

A supervisor who becomes aware of alleged misconduct shall take reasonable steps to prevent aggravation of the situation.

Follow-up contact with the person who made the complaint should be made within 24 hours of the Department receiving the complaint.

It is the policy of the Midwest City Fire Department to allow members to engage in employment other than with the Department if the employees are in accordance with Article 13 of the current Collective Bargaining Agreement.

Personal projects shall only be conducted after 5:00 p.m. Monday through Friday, and after 12:00 p.m. during the weekends.

Employees may take as much time as needed to vote but only up to two hours of that time will be paid. Exceptions to this will be at the Assistant Chief’s discretion.

The annual fitness evaluation will consist of the Functional Capacity Evaluation (FCE) and SCBA Challenge.

Initial defusing: This usually takes place within a few hours of the incident and is generally facilitated by peer support personnel.

A supervisor learning of any work-related illness or injury should ensure the member receives medical care as appropriate and should notify the Shift Commander of the reported illness or injury.

If a member’s driver license is suspended, revoked, or becomes invalid, the member shall notify the Department and Human Resources immediately.
