Protections on road scenes is primarily achieved by:
- Apparatus placement
- Early warning devices
- Awareness of conditions and dangers in the work zone
Definition: LAR
Limited Access Roadway:
- Generally considered “freeways”
- Ex. I-5, Hwy 18, 405, 509, 518, 167
How are lanes numbered
Lanes are numbered from the shoulder in.
Definition: Downstream
The direction the traffic is moving as it travels away from the incident
Definition: TTCZ
Temporary Traffic Control Zone:
- it includes the taper and advanced warning area, the work area, and the termination zone.
Definition: Advance warning
Notification procedures that advise approaching motorists to transition from normal driving status to that required by the scene on a roadway
Priority of protection on roadway incident
- when possible angle first arriving engine 45-degressaway from the shoulder upstream.
- next use an additional engine in the same manner for advanced warning. Or use it to block laterally.
Safety considerations
- ALWAYS wear high visibility vests.
- Reduce motorist vision impairment by turning off unnecessary lights.
- Use cones or flares as early warning devices.
- Limit time spent on LAR
- Limit use of compartments on the traffic side of the rig.
LAR responses minimums
- Minimum of 2 apparatus will be dispatched to incidents on LAR.
- At least 1 must be an engine or a ladder.
- Consider code red ambulance response on LAR.
Apparatus positioning and initial action plan
- At the direction of the company officer, rig drivers will construct a TTCZ with the rigs.
- All personal shall remain in the shadow of the rig when possible.

Away from the firefighters
Amount of rigs when vehicle is in center lane
- Minimum of 3 rigs
- 2 rigs at 45-degree angle, 1 rig lateral, to force traffic to one side of the incident.

Engine should be used to block due to larger size thus better protection
Procedure when placing/ picking up cones
One person will place/ pickup cones while one person is the spotter watching traffic
Position of aid cars, medic units, Tri Med, or tow vehicles
- Generally should be parked downstream of the incident.
- Park with doors (the ones to load PT) away from traffic.
