made Lord Chancellor - controlled Courts of Star Chamber and Chancery. 9000 cases brought before him + 120 cases/year in Star Chamber in contrast to HVII’s 12 cases in whole reign.
John Guy - ‘impartial justice’ because regardless of status could be heard at Star Chamber
Benefit of clergy scandal -richard hunne found dead under custody of Bishop of London… bishops in Lords restricted renewal of BoC. Commons and Lords opposed- result= no renewal. Wolsey’s allegience questioned.

1518- 29 -legal action taken against 264 people. Proceedings against 9 noblemen, 3 bishops, 32 knights, 51 heads of religious houses (challenged wealthiest)

Amicable Grant - non-refundable tax by English people to fund war with France = unpopular. Provoked rebellion from Lavenham to London = humiliating for Wolsey/HVIII
1525+ 1528 - Wolsey called on Dukes of Norfolk for military support so no tension between him and aristocracy before his fall.

Eltham Ordinances- reduced number of gentlemen in the chamber from 12 to 6
Peter Gwyn suggests tensions between Wolsey and arisocracy over- exaggerated because king still had regular contact with Wolsey

Gwyn- Wolsey was HVIII’s servant and needed to fulfill all of his desires
Starkey- factional intrigue e.g. Boleyns this theory implies that HVIII was manipulated
