A

Ripped through New Orleans
- Tore apart both rich and poor

But it really exposed the poverty in the ghetto there (mostly poor ppl couldn’t escape)

Would route expressways through impoverished African American neighborhoods, resulting in even greater segregation and isolation

Also a specific highway follows boundaries set up by racial zoning law
