How was their decision making a weakness?
The league met too infrequently and took too long to make decisions. This was because all decision had to be unanimous but self interest came into play meaning decisions took a long time.
How was their lack of troops a weakness.
If sanctions failed they had no way of enforcing decisions. it relied on the co-operation of its members.
What missing countries made the league weak?
America - presidents idea but as congress voted against joining, it made the league look bad. Cannot enforce proper sanctions if the most powerful country in the worl isn’t a member.
Germany - makes them spiteful as they see the League as a victors club.

How was self-interest a weakness?
The league depended on France and Britain when conflict occurred, however neither were prepared to abandon its self interest to go and fix the problem - not prepared to send troops.
How were punishments weak?
Moral sanctions didn’t work as countries didn’t listen. Economic sanctions didn’t work as countries were punishing themselves. They also couldn’t uphold them as the USA didn’t have to obey them, as they weren’t a member.
