The river flows over areas of hard and soft rock eroding. Soft rock erodes faster than hard through abrasion and hydraulic action

A
The hard rock sticks out causing a steep to form

A
Over time the step will get bigger and the soft rock at the bottom of the water fall is eroded to form a plunge pool

A
The soft rock will erode deeper and backwards, undercutting the hard rock and causing the step to collapse

The process repeats and the hard rock step above the plunge of pool collapses and the waterfall moves back, creating a gorge
