what is the double standard of terrorism
The standard definition of terrorism involves the targeting of civilians by non state actors

terrorism is a last resort by those who do not have the power/resources to wage “conventional” war on a military power on a battlefield
Meanwhile armies have the military capability to wage war in a conventional way and they often create collateral civilian damage

But they also have means to justify civilian casualties as collateral damage in conventional war

Held says that the electorate can be held accountable for government actions because they are partially responsible for voting in the government whose policy is opposed. therefore they are liable for attack

the individual who commits the act is responsible for its consequences
Task-responsibiltiy
Need not to have contributed causally BUT you are responsible for ammending the consequences (electorate are task responsible?)
