the objective is to win the war, but morality places limits on their use of force

Collateral killing of civilians is only acceptable if the deaths are proportionate to the relevant good of the act
Describe Ad bellum proportionality
The destructiveness of war must not be out of proportion to the relevant good of the war.
what does Hurka say about proportionality
JIB + JAB proportionality are dependent. The level of destruction permitted in a war against a genocidal enemy such as Nazi Germany is greater than in the Falklands War
what are the Criteria for ad bellum proportionality
What are the relevant goods that count in favour of a war’s proportionality?
What are the relevant evils that count against it?
How do these goods and evils weigh against each other?
Relevant goods
- sufficient just causes = enough alone
- contributing just causes (e.g. stop drug trade) = do count towards
- economic/scientific/political gains no NOT count towards
relevant evils
all count towards proportionality

same as above. the government’s duty is to protect citizens under threat

a country should weigh its own civilians’ lives more heavily than the lives of the civilians of the enemy

a nation may again give some extra weight to its soldiers’ lives because they are its own (1:1 ratio)
