lack numerical strength & resources to oppose a regular army. usually fought in rural areas/villages. depend on local resources.

guerilla warfare aims at military and can be legitimate if it has the people’s support. terrorism aims at civilians and aims to create fear. it is never legitimate
what are the characteristics of terrorism
politically motivated. targets civilians. usually carried out by a non state actor. violent. intends to generate fear.
contexts for terror
within state by regimes (stalin’s great terror). by regimes outwith the state (skripal). extremism against regimes (9/11). partisans/guerillas against occupying power (algeria)
walzer on political assassination
the only legitimate targets are agents of the regime which is perceived to be oppressive. officials, political agents
