Which SOLAS regulation mandates a VTS service?

What are the differences between a VTS and a local port service (LPS)?
- There is no international framework or convention for operation of a local port service
- There are no international standards for qualification to operate a local port service
- There is no requirement for a LPS to have the capability for
- comprehensive overview of traffic in its area
- compile a traffic image to enable staff to evaluate situations and make decisions
- Respond to traffic situations developing and decide upon appropriate actions
- Employ qualified and trained staff
- A LPS does not interact with traffic
What is the difference between an INS and a TOS?
INS gives the mariner information related to the traffic situation and warns of a developing situation so requires monitoring facilities and VHF communication. May not have the experience to advise a course of action.
A TOS provides safe and efficient movement of traffic, identifying and MANAGING potentially dangerous traffic situations. INS but may advise, instruct or exercise authority to direct movements. INTERVENTION.

KGV - 2m shallower than approach channel due to stepping of dock
