Caveman imagery, profiting off Victorian fears, exploiting them as dtoe had recently come out and so victorians were scared that if we were capable of evolving, we could regress back to those initial life forms. As victorians cared a lot about reputation, the idea of losing their civilised manor would have been scary.
Also, Hyde is the complete class antithesis of Carew so Steve is using the murder as a symbol for his own belief that the class system should be abolished and it really shows Hydes evil as even those higher up are not safe from his violence.

Creates a sense of horror and shock as it’s hard to imagine someone committing such a violent act in a calm controlled manner
