What are the qualifications of a vice president?
- A citizen of India
- At least 35 years of age
- Must be qualified to be a member of the Rajya Sabha.
How can a Vice President be removed?
By a resolution passed by the majority of the members of Rajya Sabha and supported by the Lok Sabha.
How is a prime minister appointed?
The party winning majority seats in the Lok Sabha forms the government, the leader of which is given the designation of a prime minister by the president.
Who is the link between the president and the council of ministers?
The prime minister.
What are qualifications of members of the council of ministers?
- Must be a member of either of the two houses of parliament.
- Or acquire membership within 6 months
What are the three categories of the the ministers in the council of ministers?
- Cabinet ministers hold charge of different portfolios or departments of the central government such as defence, finance, military,etc.
- Ministers of state
- Deputy ministers assist ministers in the above categories
What is collective responsibility?
When a no confidence motion is passed by the Lok Sabha against any member of the council, then the entire council will have to resign. This is known as collective responsibility.
Who prepares the budget and gives effect to laws passed by the legislature?
The council of ministers
Describe the lines in article 74(1) of our Constitution in 1950 v/s after the amendment in 1976.
- There shall be a council of ministers with the prime minister at the head to aid and advise the President in the exercise of his functions.
- There shall be a council of ministers with the prime minister at the head to aid and advise the president who shall, in exercise of his functions, act in accordance with such advice.
