Describe the first reading of an ordinary bill.
In the first reading or the introduction, a minister or private member introduces the bill in either of the houses and explains its objectives. If it is approved by the houses, it is passed to the next stage.
Describe the second reading of a bill.
At this stage, a general discussion of the bill takes place, followed by a clause by clause discussion. Then, it is sent to vote. Sometimes after the general discussion, the bill is sent to a select committee and the report from the select committee is discussed in the house, followed by clause by clause discussion and voting.
Describe the third reading of an ordinary bill.
In this stage, the bill is put to vote, minor mistakes are rectified and it is passed through simple majority. It is then sent to the other house to undergo the same procedure. If passed, it is sent to the president for approval.
How does the president approve of the ordinary bill?
If the president gives assent, the bill becomes a law. If not, he/she can withhold the assent and send the bill back for reconsideration. If the bill is passed with or without amendments after the reconsideration, then the president cannot withhold assent. In case of disagreement between houses, a joint session is held and is presided over by the speaker.
