A

The council of ministers is responsible to the parliament. During the questioning hour, the members question the ministers and point out defects. If the ministers fail to give satisfactory answers, the parliament may pass a no- confidence motion in which the ministers have to resign.
Only the Lok Sabha may pass a no confidence motion.

Describe financial powers of the government

A

The parliament has control over union finances.

The government places the budget before the legislature which contains the income of the government and the manner in which it would be spent.

A finance bill is also introduced containing proposals for new taxes or change to existing taxes to meet government expenditure.

These proposals have to be approved by the legislature, failing which the government has to resign.
