4. Arrival draft
5. The estimated departure draft
Arrival at PBS
The Master shall issue the LNG Tanker’s NOR to VG following its arrival at the PBS or designated anchorage as instructed by the Pilots, indicating that such LNG Tanker has all required Approvals and is ready and able to proceed to Berth.
LNG tanker shall include average tank temperature for each cargo tank and total HEEL onboard (m3) as part of the NOR.
Bar Pilots
Bar Pilot service area starts from Southwest pass and ends at Pilottown
Crescent Pilots
Crescent River Port Pilot service covers the area from Pilottown to VG LNG berths.
Staging/Mooring of Tanker
The Marine Coordinator on duty will spot the LNG Tanker * Spotting will be the vapor arm on all berths
* Spotting on the LNG tanker will be the vapor manifold
Tanker All Fast
Once All Fast, the Master shall ensure and confirm with the PIC that the LNG Tanker has completed the following steps:
* On steamships, the main steam valve is locked shut
* On motor ships, the main engine is isolated
* On Dual Fuel Diesel Electric (DFDE) ship’s propulsion motors are isolated
Staging Gangway/SSL Connection
VG will connect the ship-shore link immediately after the gangway is on board fiber optic ship-shore link (FOSSL) or an electrical ESD cable.
Pre Tansfer Meeting
1.DOS (possibly Tanker and Terminal) 2.Safety Letter 3.Decaration of Inspection 4.Pre-Transfer Conference 5. Ship to Shore Safety Checklist (possibly Tanker and Terminal)
Arm Connection,Leak Test/ purge
The vapor return arm will be connected first, followed by the liquid arms.
* The LNG loading arms will be purged with N2, supplied by the LNG terminal, until the O2 level is below 1% by v ol ume
* Once the O2 level is below 1% by volume, the LNG loading arms will be pressurized with N2 to a pressure of 5 bar in each liquid arm and 2 bar in the vapor arm
Warm ESD Testing
The ESD testing will be as followed: * 1st ESD Test- Shore to Ship
* 2nd ESD Test- Ship to Shore
Open Custody
The following must occur before Opening Custody is allowed:
* All arms are connected
* Vapor arm is closed to shore ( if applicable)
* Stopped gas burning in the GCU
* Cargo Surveyor is present
Loading Arm Cooldown
VG and the LNG Tanker shall coordinate to control the liquid arms’ cool-down rate not to exceed 5°C per minute as per the manufacturer’s specifications
Tank Gas Up
Send slip stream of LNG from one loading arm to Tanker’s vaporizer then into the Tanker’s tanks. The inert gas displaced will be sent to the marine flare until VG determines it can be sent to the BOG system. Gas up complete when the hydrocarbon content >95% by volume at the top of the filling pipe and 99% at the tank bottom and CO2 is less than 1% by
volume .
Snapshot after Gas Up
Perform a snapshot before starting cargo tank cool down.
Tank Cool Down
Send LNG (1 arm) to Tanker’s spray
header to cool tanks down Membrane Complete = -130° degree Moss Complete = -110 °C
Snapshot After Cool Down
Perform a snapshot before ramping up the Tanker.
Ramp up
LNG Tanker will be ramped up by 1,000 M3 at a time until full rate is achieved.
Sampling
Record all sample times as they are pulled for record.
Ramp Down
LNG Tanker will be ramped down by 1,000 M3 at a time.
All Stop
- Ensure all valves are closed
- Have the Chief Mate inhibit his ESD system
- Tell the Chief to send his Cargo Engineer/Crew down to the manifold for Draining
- Inform the Jetty Operator that the Tanker crew is heading down for Draining operations
Draining Loading Arms
Drain to Shore then to Ship
Closing Custody
The following must occur before Closing Custody is allowed:
* All arms are liquid free
* Vapor arm is closed to shore
* Stopped gas burning in the GCU (if applicable) * Cargo Surveyor is present
Purge, Arm Disconnection
Purge with Nitrogen until the hydrocarbon content is less than 2% by volume. Vapor Arm will be the last loading arm to be removed and will remain onboard until the LNG tanker informs the PIC it can be removed.
Post Transfer Meeting
Certificate of Quality, Certificate of Quantity, Cargo
Manifest, Terminal Timesheet, Letters of Protest (if applicable), Master’s Reciept of Docs, Vapor Arm Request form gas burn report
Remove Ganway
The shore gangway will remain on board to allow the Pilots to embark on the shoreside if they choose and shall be the last piece of equipment removed from the LNG Tanker before letting go.
Vessel Departure
Once loading has been completed, the PIC and the
Master will agree on a sailing time during the Post- Transfer Meeting, pending agent’s scheduling a pilot
