transfer of power from central government to a lower/regional government (appease local dissent by compromising and proving more autonomy)
how can physical geography lead to devolution
countries that are too large/too fragmented have a hard time being cohesive (Russia, Indonesia, Philippines)
how ethnic separtism can lead to devolution
countries with a lot of different ethnicities (especially ones that want their own country) have trouble being on the same page (Russia, Spain, Canada, Belgium, Nigeria, etc.)
how ethnic cleansing can lead to devolution
trying to rid a location of a particular ethnicity, mainly through forced migration (Native Americans, Armenians, former Yugoslavia, Kurds)

deliberate acts of aggression against a population to get demands met
how economic and social problems can lead to devolution
economic disparity between regions causes people to be upset, or if tax money is not used to benefit the people actually pay (Spain/Catalonia)

the process of expanding land to include all people who are ethnically similar/land that they believe is rightfully theirs (Russia/Ukraine)
