What is the focus of most spm agencies?
The focus of most social program management agencies is to deliver primary benefits in order to meet the needs of their clients.
The SPM agency might not be able to provide required services, due to a lack of internal expertise or resources so agencies engage third-party providers to deliver these services on their behalf.
