Unit 3: Jurisdictional Legislation, Codes and Standards for Power Engineers Flashcards
Jurisdictions
Refers to Provinces or Territories
Inspector
Person with authority under the jurisdictional act to enforce boiler and pressure vessel safety law.
CSA
Canadian Standards Association
What is an Act?
Acts are bills that have been enacts and are written in broad, general terms so that they may apply to a wide range of circumstances. For instance, they can ensure the design, construction, installation, inspection, operation or repair of an industry. They generally list the purpose of the act, special definitions used, and describe what is an offence under the act.
Regulations?
Regulations support an Act by providing specific direction to citizens and law enforcement on how to enforce the Act. Regulations also include a set of adopted standards and codes that are enforced by law. The set of standards and codes that are selected are determined by a minister selected by the jurisdictional government.
What is a Standard?
A Standard is an agreed, regular, repeatable way to produce products or perform processes.
What are Codes?
Codes are rules or standards written in such a way that they can be enforced by government.
ACI
Association of Cheif Inspectors (Each Jurisdiction has one)
Meets Annually & has final approval of curriculum changes
IPE
Institute of Power Engineers (Professional Title Holder Group like CPA)
SOPEEC
Standardization of Power Engineer Examinations Committee
is mandated to ensure that exam meet the needs of all jurisdictions and for all of industry in Canada. They create exam and the ACI approves them.
IPECC
Interprovincial Power Engineering Curriculum Committee: are responsible for making recommendations to SOPEEC for course experience requirements, approved reference materials and exam content.
Chief Inspector Duties/Role
They are appointed by the minister of the TSSA (Technical Standards and Safety Act) to conduct inspections, issue orders, and enter premises to conducts their activities. If a company does not comply with a chief inspector they have the power to stop work/limit work or take immediate corrective actions to ensure compliance with the TSSA. Those who do not comply may appeal an improvement order but that appeal may be rejected and lead to fines.
They are also responsible for investigating complaints made against fellow power engineers.
Must review and approve designs or changes to existing designs to boiler and Pressure vessel equipment.

Has Two Purposes:
1) Mandates safe operation, testing, construction, installation, inspection and operation of boilers and pressure vessels
2) Promotes uniform requirements among Canada’s jurisdictions

Mechanical Refrigeration Code
Power Boilers
are defined as boilers in which steam or other vapor is generated at a pressure greater then 100 Kpag (guage pressure). Or produces hot water above 120 degrees Celsius.
