a three tiered licence system
what are the 3 levels of licencing required?
- the people casrrying our procedures = licences - PIL = personal licence
- regulated procedures = licenced under procject licence - PPL
(procedure = done by the PPLh) - Place = licenced - establishment licence = PEL - (held by establishment licence holder PELh)
