A

A

Don’t have the money to respond, little money for flood defences or training emergency teams
Buildings are poorer quality so are more easily damaged by storms
Healthcare isn’t as good, they struggle to treat large numbers of casualties
Infrastructure is often poorer, making it difficult for emergency services to reach affected areas
