People are charged if they use their vehicles in certain place at certain times

What is good about congestion charging?
A
Reduces pollution, e.g. In Central London congestion charging has reduced traffic and emissions in the congestion zones by up to 15% since 2003

What is bad about congestion charging? 2
A
It increases traffic/emissions in areas around the edge of the congestion zone
Difficult to enforce because the volume of traffic is so large its hard to process all the fines correctly
