A

Any activity that could affect equitable and consistent administration of the examination in question regardless of whether the activity takes place before, during or after the examination is administered.

A

Any material, electronic or hard-copy, constructed as an examination tool and as such if it is revealed to personnel not on the security agreement or not being examined could result in compromise.

What responsibility due instructors have for examination security?

A
  1. Establishing and maintaining examination security.
  2. Ensuring that all exam team members are cognizant of the requirements of this procedure.
  3. Compliance with this procedure at all times.
  4. Controlling all lock combinations, keys, and electronic passwords used during the examination process to ensure only Authorized Persons have access to Examination Material.
  5. Immediately reporting to training management any potential or actual Exam Compromise.

How do you print exam materials if the printer is uncontrolled?

A
  1. Station an Authorized Person at the printer prior to initiating the print job, unless security features are used that prevent printing of the document until a password is entered.
  2. Limit access to print room or area immediately adjacent to printer.
  3. Clear your PC’s network print cue immediately following printing.
  4. Clear printer memory immediately following printing.
  5. Remove any material that may have jammed as a result of printer malfunction.
  6. If a paper jam resulted, print at least five pages of a document that does not contain Examination Material and ensure all pages clear the printer.
  7. Prior to releasing the printer for general use, perform a thorough inspection to ensure Examination Material has not been left behind and obtain a peer check of this.

  1. Acting as a simulator booth operator or communicator, as long as the individual does not select training content or provide direct or indirect performance feedback to the trainees.
  2. Development, preparation, proctoring, and grading of the audit examination. This activity is subject to an NRC review for test item duplication.
  3. Continued attendance as a trainee in Licensed Operator Requalification Training where Examinees are present.
  4. Counseling of Examinees concerning non-technical issues.
  5. Supervisory oversight of Examinees during non-training activities such as outage activities or special projects.
  6. General oversight of the training program.
  7. General oversight of Operations activities.
  8. Filling a shift position on a crew where an Examinee is performing under
    instruction watches if the requirements of 5.39 are adhered to.

  1. Providing instruction where Examinees are in attendance.
  2. The analysis, design, or administration of any classroom, simulator, or in-plant instruction (including scheduled sessions, individual coaching, and remedial training) specifically for Examinees. This includes the selection of topics, subjects, or classes to be administered to Examinees.
  3. All on-the-job training (OJT), task performance evaluation (TPE), Job Familiarization (JFG), practice, coaching, performance, and sign-offs for Examinees.
  4. The preparation, review, grading, approval, or evaluation of periodic quizzes, examinations, oral boards, simulator guides and job performance measures for Examinees.
  5. Providing technical guidance, training, or other direct feedback regarding the content of those examinations, quizzes, or programs in a manner that might compromise the integrity of the licensing exam.

What physical security requirements are there for exam development and validation/debrief rooms?

A
  1. All openings to the Exam Development Room shall be closed and locked, with the exception of normal transit through the door.
  2. Examination Material shall not be displayed on any white board, bulletin board, or other exposed surfaces of an exam development, validation or debrief room such that unauthorized persons could observe the information.
  3. Non-opaque window(s) of any exam development, validation or debrief room, shall be covered during exam activities. The exception to this requirement is if the window(s) are located at a height requiring ladder access for viewing and there is no visual access from adjacent building/wings or rooms at the same or higher level.
  4. If the door to any exam development, validation or debrief room contains a non-opaque window it shall be covered.
  5. Examination Material shall not be left unattended in a Validation/Debrief Room.
  6. When personnel who are not on the applicable Exam Security Agreement are in the Exam Development Room, Examination Material must be placed out of sight of the non-Authorized Person.

What rules are assoicated with locks protecting examination rooms/material cabinets?

A

Exam Development Room access codes or key card authorization and NRC Examination Material Storage Cabinet keys or combinations shall be changed for each new exam.

  1. If the Exam Development Room requires a key to obtain access, all keys must be accounted for, or the lock must be re-keyed.
  2. Copies of keys shall not be made without the approval of the NRC exam development lead.
  3. Locked doors, combination locks, padlocks, etc., shall be physically challenged after closing or locking.

  1. The database automatically saves the file within the Vision Locked Project.
  2. An unprotected RTF file would be generated and could potentially be saved to any location accessible to the user.
