What is a TOR?

A

Traffic Offence Report that replaces all FPNs both endorsable and non endorsable.

Enhance disposal options to help improve behaviour and driving on road.

Identify repeat offenders

Utilised for Offences where driver is present (not suitable for offences where driver wasn’t seen or offence involves unattended vehicle)

Administer TOR using POCLAROC

What is FPN?

A

Fixed Penalty Notice - a notice to pay a fixed fine depending on the offence.

Three types of FPNs:

Endorsable - can only be issued where offender is present at vehicle and cannot be attached to vehicle

Non Endorsable - can be attached to any vehicle which a Constable has reason to believe has committed a relevant offence

Conditional Offer - section 75 RTA 1988, offender receives correspondence and has chance to pay off FPN to avoid court avoidance
