when decision making about the development of a place is done by governments or large companies
give an example of a top down scheme in Mumbai that was unsuccessful

because the 17 million people living there creates a lot of waste ( 2.34 million tons)and this was toxic and extremely damaging to the environment not to mention it was embarssing for mumbai so the came up with a soloution: the quality of life improved, clean air, temp dropped and the methane was able to be used to generate electricity for the locals
