New governemnt was to be elected with international supervision

US governemt couldn’t interfear with Vietnamese politics
Prisoners of war and equipment to be exchanged within 60 days

10,000 civilian advisers (military personel) were still in Vietnam

Thieu was still corrupt amd didn’t make the country more democratic - he also didn’t want to unite Vietnam
