What was agreed in the San Francisco peace treaty in September 1951?
It recognised the full sovereignty of the Japanese people. It did not place significant restrictions on Japan’s economy, it did not identify Japan’s responsibility of the war or restrict their rearmament.
In return , the USA required Japan to sign a bilateral security agreement known as the us-Japan security treaty which gave the USA unrestricted use of military bases in Japan.

MacArthur ordered japan to establish a 75,000 strong national police reserve[npr], to be trained by a us military team.
Aug 1952, the Japanese gov established a force of 110,000 ground troops and 7600 navy personnel known as the NSA. The einsenhower administration wanted an enlarged Japanese ground force and it was agreed that a new 140000 strong self defence force should be created supported by us funding of 240 million dollars .
Driven by the threat of communism in Korea,but created internal instability due to different attitudes so the USA now managed rearmament in order to avoid any consequences that might lead to instability.
