how did it occur

A

When Russia decided that they would keep in the war but not fight on and only defend this left the allies at a weak point as they went from fight on two fronts the east and west to now only the west, when the allies such as france and england had been kind and giving Russia large sums of money to help them in the war and keep stable this would of upset them to hear their plan. So when told to tell the allied countries about this milyukov sent a private telegram disregarding it and telling the allied countries they will still fight on. However this message was found out and caused issues for milyukov

how the soviet petrograd reacts

A

The consequence to the crisis was that the supporters of the petrograd took to the streets accusing milyukov of betrayal and they demanded he resign, it also lead to clashes between people who supported him and those who disagreed with him which eventually led to killing and violence between the two groups

the signifance

A

The significance was that it showed how unstable russia was with the two main groups finding it hard to compromise with each other and a few individuals who tried to get one up on the other group leading to further protest from the russian people which didn’t help the war effort or the state of russia. As focus was having to be shifted to sort out these issues
