Petrograd soviets was set up again and began taking control of food supplies.
What did the soviets do?
Set up a soldiers committee, undermining the authority of officers.

The Tsar was asked to abdicate by the Army high command as the only way to restore order.
What did the Army high command feel?
They felt the Tsar was unfit to rule Russia.
