A

-Created to solve the problem of representation in Congress. Large states wanted it based on population, small states wanted it based on equality, this created a two-house Legislature.

  • Would not ratify the constitution until a Bill of Rights was added which guaranteed government could not abuse the people.
  • Believed in a strict interpretation of the Constitution.
