what was the marshall plan
- truman believed offering countries money meant they would turn away from communism
- countries will trade with the us and therefore become markets for us goods which expands economy
- countries would have an open door to the USA. this meant no trade tarriffs or restrictions
- stalin viewed this as “dollar imperialism”
