terrorists are the only oens that would ever attack the us homeland b/c of lack of home address. they use the weapons of the weak (suicide bombs). have limited goals and try to influence states behaviors, usually dont hold territory, deterrence nearly impossible do to lack of home address, may or may not be rationsal
