- Emerging countries have rapidly growing cities, which increases risk due to higher population density and uncertainties over building codes. - Corruption can also affect this
- Lower understanding because of levels of education and lower levels of technology because of less money to spend makes the population more vulnerable

- Developed countries have greater costs of damage- more expensive buildings, infrastructure and technology
- Developing countries may only have significant construction in urban areas, so if rural areas are affected by hazard, costs will tend to be low
- Costs to emerging countries are increasing because they have increased construction and have rapid urban growth- even low damage costs can be expensive to poor people
