Stage 1 (pre-disaster)

Stage 2 (relief)
Hazardous event
Stage 3 (relief)
Immediate relief after the hazard occurs, including medical attention, rescue services, and emergency care
Between stages 2 and 3, vulnerability strategies are used
Stage 4 (rehabilitation)
Groups try to return things back to normal, starting with basic needs
Temporary housing and services provided
Stage 5 (reconstruction)
Permanent rebuilding of physical and social infrastructure
Infrastructure, crops, and property are invested in. Organisations take steps to improve on mistakes
