What are the conditions for using the take off minima?
A
Terrain clearance is assured until after reaching either departure airport MSA or route LSALT. If a return to the departure airport is not possible, fuel and performance must be available to proceed to another airport.

What are the conditions in the event of an engine failure?
A
If a return is necessary in the event of an engine failure, you must be able to ensure a return via an instrument approach and if a failure occurs anytime after V1 or liftoff, terrain clearance can be assured until LASALT is reached.
