What are the 5 subject behaviours?
Cooperative Passive Resistance Active Resistance Assaultive GBH or Death
What does TENR stand for?
-Threat
Anything likely to cause harm or potential hindrance to police in
performing their duties
-Exposure
Potential for harm (physical or otherwise) to people or security of places
and things.
-Necessity
Assessment of the need for operation/intervention, NOW, LATER or NOT
AT ALL
-Response
Proportionate, Timely execution of police duties with appropriate tactics
and tactical options
What is the PCA
Perceived Cumulative Assessment
Subjective assessment, and continuous reassessment, of an incident, using TOF/TENR, based on information known about the situation and the subjects behaviour.
What does TOF assist you in?
To decide when, how, and at what level to use a tactical option
What information should you consider in your PCA?
- Incident type, location, time and distance
- Number of subjects and constables involved
- Your abilities vs the subjects
- Results of QP, QPR checks, emotional state, drugs/alcohol, presence or proximity to weapons (offender)
- Prior experience with the subject/location
- Environment conditions
When applied to PCA what does TOF assist constables with?
- to use reasonable force
- explain the incident when completing a TOR report
What 4 things should any response to a given situation be?
- Considered
- Timely
- Proportionate
- Appropriate
What is the overriding principal of TENR?
Safety is success!!
What three things decide the threat?
- Intent
- Capability
- Opportunity
What is reasonable force?
Necessary, proportionate given all the circumstances know at the time
How does Section 32 Policing Act 2008 allow force?
Allows force to obtain identification details such as fingerprints, palm prints, footprints, photographs, and biographical details
How does Section 33 Policing Act 2008 allow force?
Reasonable force to obtain particulars when going to summons a person (think booze bus situation)
What is Section 11 of the Search and Surveillance Act 2012?
Custody Searches - Force can be used to search and take all money and property from the person if they are going to be locked up
For what reason must you submit a TOR report?
When we “show” or “use” reportable force on a person
