The institutional environment which concerns legitimacy is the social expectations of a firm regardless of their practical function. It is the dichotomy of these environments that leads to organizational hypocrisy.

It is very versitile and can explain most organizational phenomena, it goes quite deep and makes you question things taken for granted. It is however very loose and may lead to multiple non exclusive conclusions so it is difficult to say normative what should be done based on a symbolic analysis.
