what is MEES?
Minimum Energy Efficiency Standards, 2015

How has the MEES been implemented?
- New lease From 1st April 2018
- All existing leases from 1 April 2023 for commercial
Exemptions to MEES regulation?
- If building doesn’t need a EPC (church)
- Industrial units or workshops
- Tenancy is less than 6 months (no security of tenure)
- Tenancy is more than 99 years
- Not feasible to get to EPC E (7 year payback), they need 3 quotes)
- Improvements devalue the property
- Third party consent is refused
Exemptions must be pre-registered to LA and renewed every 5 years
MEES non compliance penities? Commercial
< 3 months = <£5,000 or 10% of Rateable value max £50,000
3 months < = < £10,000 or 20% Rateable value max of £150,000
Changes to MEES (Non - Domestic)?
Rating will need to be:
C in 2027
B in 2030
- Listed buildings will need an EPC
- EPC must be registered online by April 2025
- Payback Calculator will be available
- Can only let compliment properties.
When do EPCs stem from?
- Governments review of the carbon budget under the Climate Change Act 2008 every 5 years
When do you need an EPC and how long does it last?
- Selling or leasing a property
- 10 years
When is an EPC Required? (3)
- +50sqm (Term more than 6 months less than 99 years & newly refurnished)
- Selling or leasing a property
- Required for subletting
EPC requirements for marketing?
- Commissioned within 7 days of marketing
- Agent are responsible
- Only the energy rating is required to be displayed
