- Focault exaggerates the extent of control (Goffman says inmates in asylums can resist control)
- Irrational criminals don’t care if they’re being watched.

The many can now survey the few through new media, e.g. press catch celebs doing wrong. Gives power to all.

Mccahil - citizen surveillance doesn’t change the hierarchy of surveillance as police can still confiscate their phones etc.

People are categorized and if they meet a certain amount of risks they are surveyed, for example young black males.
