What doe IC on the TLR stand for and what does it mean?
Improved climb. Allows for a longer takeoff roll in exchange for a higher V2 and and thus a better rate of climb.
If a runway has a special engine out procedure how will you know?
In the EFP section of the TLR
Your TLR has a POAT of 25 C, but the temperature has gone up to 37 C. Can you still use this TLR?
Look at the TLR MT number. If the MT number is more than 37 you can still use it.
What specifically are you looking for in the RMKS section of the TLR?

all MELs are included
If a MEL is not shown in the RMKS section of the TLR can you still use that TLR?
no, not if the MEL has a performance penalty
