NO.When using ACARS performance data, the TLR can be invalid for environmental conditions. However, if the TLR is
invalid for PTOW or MEL/CDL components, a new TLR must be generated. The TLR does not have to be transmitted
to the crew

assigned instrument departure procedure specifically requires a turn before reaching 1,000’ AFE

No. legal for takeoff, legal to land
