What happens to any left votes over once someone reaches the quota?
The votes left over are then split between the other candidates based on the preferences they’ve given.

The candidate with the lowest amount of votes is eliminated and their votes are then redistributed based on preferences.
The process keeps happening until the quota is reached then it just keeps repeating itself
