1) Board of Governors (Plenary):
- Finance ministers and central bankers from member states
- Make highest level decisions
2) Directors of Executive Board (Executive):
- 8 seats for biggest countries (econ. and population)
- 16 reps from regional distribution
- Decisions on loan requests and procedural matters
- Voting weighted (econ. and population –> US de facto veto), 85% majority to pass
- In practice through consensus
